Construction Skills New Zealand Inc (CSNZ) is an industry-led, not-for-profit organisation established in 2025 to ensure the construction sector actively stewards and engages in the development of highly skilled, productive apprentices and their training pathways. Formed in response to government reforms and the disestablishment of Te Pūkenga, CSNZ provides the construction industry with a strong, unified voice in vocational education and training.

Our mission is to build a skilled, future-ready workforce by leading training that is relevant, sustainable, and responsive to the evolving needs of the industry.

Our Board of Directors.

  • Phil’s 40-year construction career spans quantity surveying, project management, and business leadership. He founded Brosnan Group, which now employs more than 300 staff and operates offices in Auckland, Tauranga, Wellington, Christchurch, and Queenstown, delivering annual sales exceeding $200 million.

    Phil has 16 years of governance experience and serves on several construction-related boards. He is a Chartered Director with the Institute of Directors and remains committed to advancing industry standards, fostering collaboration, and supporting the development of a skilled workforce.Description text goes here

  • Garry is Vice Chair of the New Zealand Certified Builders Association and a veteran builder with over 30 years in the trade. He taught carpentry at Nelson Marlborough Institute of Technology for a decade and now runs Tasman Homes, employing 15 staff including apprentices. His dual perspective as educator and business owner ensures SME voices are represented in CSNZ decisions.

  • Grant has over 35 years’ experience in the building sector, including nine years on the BCITO Board and two years as a Director on Te Pūkenga’s Work-Based Learning Board. He spent a decade as CEO of New Zealand Certified Builders and served as Interim CEO of the Construction Growth Foundation. His experience ensures continuity from BCITO’s legacy into CSNZ’s governance.

  • Kieren is a seasoned construction entrepreneur and industry advocate. He has founded and operated several businesses in construction, joinery, and architectural products. He also serves on the National Board of the Registered Master Builders Association (RMBA), with governance roles at Auckland Council, Site Safe, and ACC. His business and advocacy background ensures CSNZ delivers practical value to apprentices and employers.

  • Rob is Chief Executive of Concrete NZ. He successfully merged five concrete-related industry organizations into Concrete NZ in 2017. A former BCITO Board member, Rob has expertise in specialist trades and standard-setting, ensuring CSNZ’s training programmes maintain technical rigor and support industry unification.

  • Ruma (Ngaruma) was Chief Executive of BCITO for a decade (2006–2016), overseeing growth in apprenticeships and mergers with smaller ITOs. He has served as Deputy Chair of the Industry Training Federation and sits on iwi, education, and industry boards, including Rangitāne o Manawatū’s commercial board and Te Kura’s Board. His background bridges industry training and Māori governance.

Construction Skills New Zealand Inc (CSNZ) is an incorporated society owned and governed by 16 industry organisations. We exist to ensure the industries we represent have a strong, active voice in shaping Vocational Education and Training (VET) strategy and policy.

BCITO Limited serves as the training arm of CSNZ. While CSNZ provides governance and industry leadership, BCITO delivers apprenticeships and qualifications across Aotearoa New Zealand. This structure preserves the legacy of BCITO while ensuring that training is directly shaped and overseen by the industry it serves
